Bumped InputHandling Version, Removed .NuGet Targets Fallback
#CHANGE: Re-releasing the latest InputHandling package as part of a CI test.
#CHANGE: Now using the IDE's integrated NuGet support for package restore (both VS and MonoDevelop have this) rather than using a custom package restore targets file.
