1. Overhaul the plug-in loader to be more robust and continue loading plug-ins even if some of them cause a failure while loading.

2. Added the ability to specify an absolute or relative path to the plug-in directory in the configuration file instead of forcing plug-ins to reside in the same folder as or sub folders of the Task Runner Service.

3. Update the app settings keys to make it clearer which settings are used by the Task Runner Service. This will be beneficial if consumers of the service start adding their own app settings to the configuration file.

Functionally, the Task Runner Service still behaves the same as before.
