Loads and transforms localized email templates from external files or text strings. Uses RazorEngine for template transformations. Works with any type of .NET 4.5+ application (web apps, Windows services, etc). Very simple to use (it just adds a coupe of methods to the .NET Framework's MailMessage class). Source code, documentation, samples, and test application are available at the project site.
