     Adds:
      - Padding function that creates a new vector from an existing one and pads values at beginning and end.
      - Repeat function that creates a new vector by repeating the values of the original in sequential order.
      - Adds concept of Ultimate Defaults for Vectors and Blocks allowing for operations on objects of different lengths
